Once someone reaches a LVL 25 in Spear Mastery, enter the dark assembly. No need to pass anything, just go in and out. Then head over to your helpful vassal Longinus and he should hop into your item bag.

LVL 16: +1 to casting area

Making a total of +4 to casting range and area by LVL 16 plus further increases in damage.
